Friendlies do count towards FIFA rankings, but they aren't are considered less than proper competitions - you aren't committed to a country by playing a friendly for example. When Canadian striker Olivier Occean got a 6 game ban during World Cup Qualifying in 2012 friendlies didn't count, he had to serve it during the Gold Cup in 2013.
Of course, it's FIFA, they can and do make up the rules as they go. If I remember correctly Christine Sinclair was allowed to serve her 4 game ban picked up during the Olympics during friendlies as Canada didn't have any official competitions available until the Womens World Cup (as hosts we didn't have any qualifying games).
