Sure we don't like Italy but I would say this whoever the victim was. Actually if the US got eliminated this way, it would kill soccer in the states forever.
There is precedent for punhsing teams. Teams get kicked out for using ineligable players or overaged players. A Chilean goalkeeper once faked his own assault (cut himself with a razorblade) and Chile was suspended for both 90 and 94 world cups.
