Of course the next CBA will have compliance buy outs. I'm sure teams knew there would be compliance buyouts long before the last CBA was signed.
It's not like the PA wants to stop them, as it's great for their players. It gets money into their hands that is outside the 50% of HRR. It's a sneaky concession to the big market teams that we'll see again and again in all capped leagues in my opinion.
