If it's not a foul, Cote D'Ivoire is out because a guy tripped over himself but made sure to look like he got shot to "earn" a penalty. Either scenario is absurd to most North American sports fans.

It certainly did. Hes open, on the penalty spot, with the ball coming to him and no one in front of him, thats 100% a scoring chance.
What was the CIV player doing there? Hes from behind and he clips the player's heel from behind impeding him from taking a clear shot on goal.
It looks minor, but dont pass it off as 'tapping his heels together,' Samaras was going to take a shot on goal and was impeded, thats a foul and thats a penalty.
I can get not seeing it the first time, but on the replays its pretty clear.
