0% is an appropriate threshold, people should be polled every year whether or not they find a name offensive. If one single voter votes it's offensive, name should be forcefully changed. Numbers are irrelevant, whether or not people actually use the word in question as interpreted by the opposed is irrelevant, think of the offended people! We must obey.
