Well there's a difference between enforcing segregation and encouraging integration. Take France for example. While you (Captain) might be right in saying they didn't ENFORCE segregation, a lot of their policies did nothing to encourage integration, which is necessary.
Part of the reason immigrants end up self segregating is because they aren't given the tools, programs, or nudge to integrate. As well as face racial tensions that cause them to retreat to what they know.
