France is actually a pretty strong country militarily. They are one of 3 or 4 countries that have aircraft carriers, and the ability to transport large numbers of troops quickly. Capabilities that Canada does not have.
Their draw back is that their land mass is located in such a way that it is extremely difficult to defend. They can project power, but they have trouble defending themselves, historically anyway. Of course, after WWII, I would imagine they learned a few things, and it undoubtedly shaped their current attitude.
