I know they are mostly volunteers / paid minimal to ensure no brawls will break out but good lord some of them are infurating.
Also another factor is the d-bags that think its game 7 of the cup finals with scouts in the stands, acting like tough guys and playing like Burrows.

Ah yes. Ball hockey refs tend to take a lot of abuse, but some of them are brutal. Oddly it always seems to be the big fat ones who are the biggest problems in leagues. Just happy to have power for once. That said, the refs in around the lower mainland are decent. There are a couple smaller gym leagues that are absolutely bush, but the full rink ones and ones based near Surrey tend to have solid refs.
I find the tough guy antics are usually in ice as well. Infact my experience here is that ice guys are usually the problem causers as they bring an attitude of "I play on ice most of the time so I'm awesome." Problem for them is, in Vancouver atleast, that ice here is essentially "Can you skate well? You're the new best player." So they have no shot, no ball handling skills and no real pace cause they are used to gliding. They get frustrated and get dirty get ejected and blame the referees.
