Who in the world calls someone a "nip on the bus."?
The phrase is "nip in the bud" and "nip" means to cut. "Nippy" means cold outside.
"Nip" is not racist, but has been used as a racist slur in regards to Japanese people (as you are then not using it simply as the word "Nip" but as the shortened version of "Nipponese").
So no, saying it's "Nippy" outside or saying you're going to "nip" something in the bud is not racist in any way.
Some other fun words that have been used as racist slurs (but are not, in fact, racist words): Apple (fruit), Banana (fruit), Frog (reptile), Skinny (underweight). If you say "I'm going to eat an Apple" you're not being racist. That's silliness.
A term like Redskins however, is, in fact, only racist. It has no redeemable definitions that lend it reason to still exist.
