Not a stupid question at all. However from the little I know from watching an info program on the police helicopters we have, those cameras are very effective in cities and wild areas. There's very few places a person can hide, even in the city. I mean, it'd be kinda pointless for us to have them if they didn't work in cities. But I remember watching a pursuit (may have been staged) where a guy was trying to lose the copters by running through buildings etc. Saw him nearly every step of the way.
What I would wonder is if Moncton has those kinda capabilities. I think when we got our first, we were the first in Canada? If not, I'm pretty sure only Toronto also had one. (Here's where someone proves me wrong, haha)
