I think in this draft, the Flames should not pay too high of a price to move up because that #4 pick is going to be worth something to a lot of teams.
With that said, I think you forget about whether it's an overpayment or not. It comes down to whether there is a guy you really like above everyone else and if he's not going to be there when you pick you move up to take him. It comes down to whether that team can afford losing that roster player.
To me, I think Reinhart will be the first forward to go. A lot of people here talk about there not being a clear-cut #1 but Reinhart has been in the #1 overall discussion for many years now along with Ekblad. I am not too sure where Ekblad will go considering the number of quality defensemen in this draft but considering Seth Jones dropped last year, I can see teams going with forwards or some team moving up to take him #1 overall.
The point is that I don't think a lot of teams rank the consensus top 4 necessarily as having little difference between them. Different teams might have different #1s, and so there isn't a "clear-cut #1" but at the end of the day, I think a lot of teams who would draft Ekblad or Reinhart #1 see them as a cut above the rest.
