Then no. That takes some big balls without a conversation starter. Ive talked to random girls in public before and there was a couple times I probably should have asked for a number and chickned out or was dating someone at the time but there was always a reason to talk. Either something outrageous happening that warranted a comment or one of us dropping something... etc. I dont think I ever just started talking to a girl out of the blue while sober. If I did, it couldn't have gone too well since I dont remember...
Good on the guy though.
