Thanks guys, at least I know what to call it when I talk to a plumber.
I just called 311 - as it's just after the meter (sorry, water flows upwards in my photo), it falls into my lap.
Googling tells me it's probably a replacement. It also tells me it's a mains pressure and to not fool around with it... <puts down the crescent wrench>
