That's certainly the laziest means of conducting an investigation. Pick up a low level guy with jail/prison experience and little to lose in terms of another charge here or there. Attempt to roll that guy up into something more through intimidation and coercion. When that guy doesn't go for it, because it's a BS charge in the first place, police give up and charge them with a whack of stuff that won't stick, where they plead out to lesser charges and terms in a few months, to be back in their old job 6 months to a year later.
Justice system gets the brunt of it in terms of public opinion, but they're just prosecuting the cases brought to them so the outrage is misplaced.
The next time Nenshi thinks out loud about reducing the police budget, they point to this and say "those man hours were justified, we laid 190 charges."

For anything but a serious charge or a first charge, by and large they aren't going to squeal anyway, which is why they are little fish and why they don't matter.
