No one is saying it was because he was flying under the radar. It was because he never actually stepped up and made a move that would make him deserving of the win. Flying under the radar and then taking Tony out at to give a Kass vs Woo vote is the big move he needed to use. He failed to (a) think the game through and (b) to use the tools he had at his disposal to give himself the win.

No one said anything about cheating. But yes lying is very much a art of Survivor ar at least half-truths and lies by ommission. But let's not forget that Woo did steal an idol clue. His holier than thou honesty thing rings hollow to me in the first place. So really when it came down to it all he did was ride coat tails and never made the big move he needed to make for himself. Which makes him a poor player.
Tony talked a lot to everybody but he never became shifty within his own alliance until he needed to make moves to advance himself into the game. Which is what is supposed to happen. It should have been a unanimous vote. Hell, Probst should have awareded Tony the million as soon as Kass was voted out.
