I think you missed the point, which was that even when you create a ridiculously restrictive and simplistic set of rules that are applied automatically with no discretion allowed, not only does this produce better results than the actual scouting staff but it's not even close.
The methodology isn't sound mostly because of item 4, which can't be applied prospectively. It requires that you take the highest scoring CHL forward who actually was taken between that pick and the next one, so unless you can predict the future as to who would otherwise be taken you're SOL. Of course, you could just use a central scouting list instead, but who knows how that would turn out.
