Fairly sure Conroy was talking about their own list. Guys they had ranked in their draft board but then removed totally for whatever reason(s). He said these guys still could be 1st round players but not Calgary Flame type players.
I'm sure all teams rank players based on an aggregate of their scouts, then the higher ups totally remove guys based on fatal flaws in their games. Conroy wasn't talking about The Hockey News, he was talking about the Flames list.
