Having built 2 tables, I don't think it's possible to do it for less than 200. Even if you used cheapo Ikea legs, that eats half the budget right there. The least I've done (and all woodwork was free from finishing carpentry friends) is $1500 (then again, I used sweet materals like Neolon 3mm for underpadding).
You can whip up a poker topper for $80 in 3 hours. This particular recipe survived hundreds of games (and beer spills) during undergrad. Grab a sheet of 1/8 particle board, use a jig saw to cut to desired topper shape. Acquire sound-deadener underlay that people use for their floating laminate floors (dirt cheap) and spray-glue it to the particle board (a bit of padding prevents that harsh bounce/sound when chips are thrown). Next, staple (not glue or you will get wrinkles) some speed cloth or felt on top for the playing surface. Then, go to Toys R Us and nab a few waternoodle pool toys. Cut these in half longitudinally. Wrap these in vinyl (from the fabric store) and cement it down to the perimeter as the bumper. Done.
