He's "talking it up" in the sense that some (media) think that the top prospects this year aren't as good as last year or next year. There's no generational talent that has emerged from this crop.

By saying this, Tallon is hoping some GM's who wouldn't trade assets to move up in an average draft rethink their philosophy and think about maybe trading for his #1.

It's useless IMHO as the only people who would have interest in this chitter chatter are the media and observers like us. People in the game (ie. GM's, scouts, etc...) know what kind of draft pool this is and don't need the opinion of one GM to determine if it's a good or bad draft. They already know.
