As far as the building management is concerned; he is an occupant and not a tenant. However he is your tenant; because he has a rental agreement with you. So if you left the apartment, he would have no rights with the building manager as he is an occupant.
I understand what you did, and why you did it. If you had just shut off the internet, that would have been fine. However turning off the hot water is something you are not allowed to do. That turns the legal corner from where you had a right to sue him for money owed for utilities; to now he could sue for being forced out.
