What it can do though is like Shawnski be a negative. Higher attack speed will consume resources faster, so if DPS is identical (say between a 1H and 2H weapon) the slower will consume less mana for the same DPS. In the case of a ring with more attack speed, you're trading faster resource consumption for increased DPS, but as he said if you're draining your mana pool anyway then you're just increasing your wait time between shorter spurts of damage.

Assuming you also have an attack which generates those resources per attack, it increases the speed at which you get them back.
I always considered that pretty much a wash, is there good evidence to support otherwise?
There might be some builds/classes where it would be more relavent than others, I would imagine
