I am building a bombardment Cruisader that is trying to max out cooldown reduction. FYI, apparently that is 89.99% and they don't truly stack.

If your attacks use a resource, or are damage over time, attack speed can be a negative or neutral. How fast are you draining your resource pool? If you are running out, you might look at crit hit/damage instead of attack speed.... and visa-versa.
