Tavares's numbers should be taken with a grain of salt as he actually put up 118 in 59 the year before (2.00 PPG) and 134 in 67 the year before that (2.00 PPG) which are insane for a 15/16 year old and blow away everyone else comparable at those ages. Tavares was obviously way ahead of anyone in this draft.
Reinhart just lacks that elite attribute outside of his hockey sense and vision. He's not a speedster, he's not strong, doesn't have the shot of some other prospects. Fairly similar to RNH in fact. Average sized guy with great hockey sense and vision. Are the Oilers ecstatic with RNH at #1? Meh.
He's a fine prospect but I wouldn't be thrilled to take him #1 this year IMO. Love him at #4 though

I agree, he doesn't really do anything at that exceptional level, but everything is just a little below that. Very similar to Monahan in that regard. The main difference between the two is that Reinhart is a better passer. Otherwise they are very close.
