The "death pact" has value in the sense that in the mafia, numbers are more precious. No mafia is going say, "Hey, if this guy is town, vote me out!" because the goal is to get town out, and going 1 for 1 for the mafia is disastrous. It's an unsustainable strategy.

There are two scenarios where the "death pact" works, near the beginning, and near the end. The death pact won the town the game last time by simple elimination. Do it early, and it really doesn't harm the numbers.

It's a calculated risk, but that's how the game is won. If you can't get someone out yourself, your own death can certainly have benefit to the team.
I definitely agree with you that in the end game it is a useful tool. At the start I can't help but think the town in general just ignores it as there was at least one other one offered up by someone on day one. To me it seems early it would be a good mafia gambit to offer one out because no one can say know and you get town credo.
