I don't think it has been that bad. Sure lots of games were available on the last gen but the next gen games were large improvements for a lot of them.
Fifa 14, NBA 2K14, and The Show 14 were much better experiences on Next Gen that were built from the ground up for the new platform.
Titanfall was pretty good. I enjoyed Dead Rising and Ryse even though they were nothing groundbreaking and had their flaws.
Infamous was really good IMO, Killzone was a decent launch exclusive to show off the PS4 graphical power.
Plus even though they weren't the best Next Gen games Battlefield, COD, Tomb Raider, and AC gave you some filler games to play with improved graphics and some new bells and whistles. Especially if you didn't play them on last gen or and took advantage of the deal that FS/BB had to get some of those games for really cheap.
It does need to be better and the first party exclusives are lacking but I don't think there has really been a shortage of games to play.
