Out of curiosity, I went back to see where Calgary had ever had a pick as soon as 4th overall based on standings... looked at only top 10 picks:

Calgary Flames
6th - 1992 - Cory Stillman
6th - 1997 - Daniel Tkaczuk
6th - 1998 - Rico Fata
6th - 2013 - Sean Monahan
9th - 1983 - (Paul Cyr - pick traded to Buffalo in Don Edwards trade)
9th - 1999 - (Jamie Lundmark - pick traded to NYR in Marc Savard/#11 Oleg Saprykin trade)
9th - 2000 - Brent Krahn
9th - 2002 - (Petr Taticek - pick traded for #10 Eric Nystrom)
9th - 2003 - Dion Phaneuf
10th - 1984 - (Normand Lacombe - pick traded to Buffalo in Don Edwards trade)

Hmmm - all 6ths and 9ths with one 10th thrown in... that's a bit odd. And if you go back to the Atlanta Flames for top 10 picks:

5th - 1973 - (John Davidson - pick traded to Montreal as part of Tom Lysiak trade)
8th - 1975 - Richard Mulhern

So, technically the 2014 4th overall is the second highest pick the franchise has ever received, and is the highest as the Calgary Flames.
