There's a difference between having a dress code while on the team clock, or expectations of cleanliness and neatness, and enforcing a choice of style on the team members.
A better parallel would be requiring all players to dye their hair a specific colour. Or those who wear glass to wear horn rimmed glasses. Or requiring all fingernails to be painted a specific colour.
The rule is likely there because it's because long hair used to be associated with a certain social stigma. That stigma either no longer exists, or shouldn't exist, so in either case the rule needs to be depricated.
