From the Flames point of view, they should definitely explore, BUT NOT for the instance of simply moving up - they could indeed get "their guy" with the 4th pick with not a lot of separation between the consensus Top 4. I would hope they would explore going after the pick without giving up the 4th overall (or subsequent 1st rnders!). Not sure if they would be willing to give up what Tallon & the Panthers would want, but do the due, diligence, that is.
