This is something that still happens so infrequently that it's not really worth it to the owners to try to get it changed.
The fact is, more players still go unsigned at the end of their signing window because their drafting team chose not to sign them than ones who chose to not sign an offered contract.

Yeah, I understand that the union has to be onside which is why I don't understand why it wasn't addressed in the last contract as the Euro draft picks now have to wait 4 years to get UFA status. This pretty much eliminates the situation we had with Tom.
