Changing the rule would require changing the CBA, which requires negotiating the change with the NHLPA. The change would be entirely at the benefit of the owners, so they'd have to give the players something in return.
This is something that still happens so infrequently that it's not really worth it to the owners to try to get it changed.
The fact is, more players still go unsigned at the end of their signing window because their drafting team chose not to sign them than ones who chose to not sign an offered contract.
