I don't think you have to necessarily face the best competition. If I have a guy who's really good all-around, but happen to also have a guy who's even better purely defensively, strategy would dicatate that the latter guy would face the best competition and the better all-around guy would get easier minutes as a result. Really depends on your team makeup.
