Would not applying pressure have made it easier for democrats to win this November election and need less money therefore making the environmental donors less critical? Maybe but I think Harpers strategy was reasonable at the time.
The key strategy though is an east or west coast alternative through Canada to reduce reliance in the US. The interesting thing I find is that Shell and Imperial who have spent billions upgrading refineries haven't written the right chequers to get this passed.

This, we are way too dependent on the United States' economy, and need to widen our market place.
when America's economy gets the flu, Canada gets the drizzling poops.
Plus with Obama likely to be followed by Clinton, I doubt things are going to improve as a market for Canadian energy.
