The variance in NFL payrolls warrents their exclusion from this list. For the most part team's spend within $5 mill of the cap every year. So the rankings are almost exclusively a result of purely on-field performance. On that basis the Flames are 78th out of 90. Which is what you'd expect for a team that has missed the playoffs a number of years in a row while spending to the cap.
LOL @ the Chicago Cubs. I bet they finish close to dead last in almost every era if we used this criteria going back over the decades.
