It was quite a few years ago that I went, maybe it's different now. But there were about 4 people that were no shows that had no previous reason why they couldn't be there and the judge said issue a warrant for their arrest. I am pretty sure it's not a sirens blaring, guns drawn type thing, it's more like if you get caught doing something else you'll be arrested...that's the way I perceived it anyways. Just relaying my experience with it...
