The whole point of a floor/cap system is parity.
If you open a window like that you give away exactly what you're trying to accomplish.
The floor attempts to ensure that every team is competitive because that helps draw crowds throughout the season. Imagine the draw Buffalo would be if they went with a $30m cap next year and put up 35 points.
Should they allow teams to go over the cap twice every decade as well? Same argument.
