Did the police even say that it was a boxcutter that he brought? The articles I read just say that he brought a weapon.
When I see someone at Safeway with a boxcutter, I don't think of it as a weapon. If it was just a boxcutter and considering the context of his job, I think reporting it as a "weapon" would be a little extreme. It can certainly be used as one, but it isn't what it is designed for.
