Russia was like a yoyo in regards to how they viewed Jews in their empire. Some Czars were very accepting of Jews and others issued pogroms.
Stalin actually set aside an oblast for Jews to pursue their culture and heritage.
Unfortunately, Russia is no different than the rest of Europe, and especially central and eastern Europe historically, save for Poland which was fairly liberal.
