You can't really open that door is the problem. If Redford and her daughter always have 2 seats booked and the plane fills up, that is one person incurring government expenses to arrange alternate travel.
If it happens often enough the expectation is set that you always leave two seats for Redford and her daughter, and people are constantly flying commercial unnecessarily.
