I am with you. Those ratings do nothing to improve safety and in my opinion just encourage for off site production of food and hurt restaurants who try to do all preperation in house. I also think it doesn't improve safety because in general we don't have an epidemic of people getting food poisoning.

For example something simple like making chicken stock. If you pre buy a carton of chicken stock you put it in the fridge there is zero chance of a health code violation.

If you prepare it in the back you could have a health code violation in the following steps:
- Handling of the chicken
- cross contamination of untensils by not sanitizing between raw chicken and putting it back into the stock later
- Not cooling the stock quickly enough.
- Food is unsupervised while it is cooking (its boiling stock it doens't need to be watched)

Essentially by preparing food better you take more risk and have more opportunity for health violations. So two restaurants with equal food safety and cleanlyness practices the one that prepares less food on site will have fewer violations.

As for the risk of eating at each place we can't even evaluate it. We don't get to see on the door of the restaurant all of the violations up the chain. So if the pre-packaged food manuafacturer has a terrible record we don't get to see it while you see every mistake from the higher quality restaurant. It just doesn't provide fair comparisions.

I think the comprimise of putting them online is reasonable as it gives people who really want to know access and those who would rather not a way to avoid it. It also isn't unfairly prejiducial as people seeking out facts are generally more likely to consider the context then if the facts are just sprayed out to everyone.
