I don't think Feaster set any mandates or focus, other than the mandate was "form your list, be sure about it, and select from it regardless of how big or small or what position", which in itself is a very good mandate for an experienced scouting staff.

Pretty certain Feaster made such a mandate along with Weisbrod. There are interviews with said quotes. don't ask me to find them though. But he did also say he will put his trust in the scouting department to do their jobs and make the best list possible.
