Scouts do the scouting, but GM's form how that draft list will shape up ultimately.
During his drafts in Calgary Feaster seemed to set the focus on smart hockey players above all and then let the scouts develop a list off that focus for example.

I believe it was Sutter actually. In the 2010 draft, all the prospects were smart - Button was commenting post-draft on this.
I don't think Feaster set any mandates or focus, other than the mandate was "form your list, be sure about it, and select from it regardless of how big or small or what position", which in itself is a very good mandate for an experienced scouting staff.
