It's a typical micromanagement decision really;
- Empty catch phrase offered as "rationalization"? Check
- Zero relevance to what the organization is supposed to be doing? Check.
- Doesn't really matter one way or the other, but just creates some extra annoyance, especially to people lower on the organizational totem pole? (equipment people and players low on the depth chart)? Check.
- Based on the personal whims of some old guy in a high position? Check
You say "micro managing" like its definetly a bad thing. While I can't for the life of me understand why this would matter either way, and would love To understand what Burke himself feels this accomplishes as I don't think it will help or hurt. Regardless, I agree its a micro manage decision, but that doesn't make it bad. Biggest leadership / falicy is that micro managing is always a bad thing. Simply not true, just like any other managing decision, it is only bad if applied in the wrong situation. The opposite management style to micro managing, pure delegation is actually equally as bad, if applied in the wrong situation. The best leaders correctly identify each situation correctly and apply the correct leadership style for the situation, whether that be micro managing and anything in between all the way up to delegation. Being micro managed actually makes people happy if they are a situation when they need it (although they are rarely self aware enough to realize what happened and why they liked it).

Regardless, I still don't think numbers matter, so I don't get it. But I'd guess it does show that Burke feels the best thing for this young group for the next little while is a lot of structure and "micro management" while they start their NHL careers and I guess the number thing is just another way to add structure.
