I doubt Nonis wants to trade him, but my guess is that he gets pressure from above. And in order to move him, I would think that TO would need to retain some salary. Again, that would require approval from above.
With salary retained - say $1.5m per year, I could totally see Burke jumping on that. Phaneuf, as a 2nd pairing guy behind Gio and Brodie, and with a good partner, could make sense. (i.e. replacing Wideman)
If the Oilers acquired him, they would probably have him top pair with <insert 'Oiler top pairing player of the week before fans run him out of town as a bum' here>

If he is on the trading block and we don't offer up that much for him, I wouldn't mind him back here, as long as they retain some salary as well (25-50%).
