Judging a GM on drafting, good or bad, seems nearly impossible without knowing how the actual scouts ranked the players.
You have guys like Burke who go out and do scout work on their own and who are willing to overrule their own team's scouts at the draft, then guys like Feaster who admit they don't do much scouting and the scouts make the list that decides who gets picked.
Is it Feaster was good at drafting here or were the results good because he let the scouts make the list/picks instead of overruling them? Maybe Sutter's drafts were poor because he didn't follow his scouts' recommendations. Who knows. I don't think you can really say one way or the other without seeing the lists, unless the staff changes under the same GM and you have multiple years under both crews.
