If you are RC1 zoned, you will need to apply for rezoning. Being a brand new area, I cannot imagine the developer (GenStar) allowing this to happen, and I believe they hold the trump card, or at least the first chance to say no, over the city.
New build areas such as McKenzie Towne and Garrison (when they were new), and now Currie Barracks, have legal secondary garage suites as part of the communities master plan. This is the only reason they are allowed in these areas.

*I am mainly speaking about separate suites. You could have your builder rough in or probably even complete a basement suite fully contained within the dwelling. This would make it an illegal secondary suite, but nobody really cares about that.
