It doesn't happen because it is difficult and unnatural. Maintaining your balance while trying to kick the puck is not easy and not productive. Also, players have a stick in their hands, which is pretty handy when it comes to wanting to move the puck.
There would be no increase in kicking whatsoever.
The only thing that a rule change would do is allow a few more goals and eliminate one more subjective call from refs.
