No. The maximums are set, but a player doesn't necessarily get the maximum. The Bonuses are also negotiable to maximum levels.
Look at the Flames salaries with bonuses included:

Monahan gets the maximum base salary and has maximum Schedule A bonus potential, but no Schedule B. Baertschi has the maximum base, but less than maximum bonus.
Poirier, Klimchuk, Wotherspoon, Sieloff, Billins, and Jooris all have the same NHL base salaries but were drafted everywhere from late in the first round, to not at all.
