So would it matter what league. Say the Oilers draft Ekblad. He doesn't want to play for them, then after junior he decides to play a couple years in the CIS at say UofC till the 4 years after his draft year, and he'd essentially be a free agent?

Given it would be mean he'd have to refuse to sign, which brings in a trade.
