Bronco is respected among his peers because he bitches and bellyaches louder than most about how poor Calgary is. Other municipal leaders love to hear that mantra. He's respected among Calgary's developers because he wants to do nothing more than spend as much money as he can on building new roads and infrastructure. The developers that fund his campaign are getting a good return for their investment.
That's not to suggest that a city growing as fast as Calgary doesn't need to upgrade and add new roads, etc. But the city's purse is not as cash strapped as Bronco would have us believe. Calgary city council has a spending problem, not a revenue problem.
