Possibly your power supply? The 770 is rated at
230W while the 640 is rated at only
65W.
Edit: Just saw you posted your power supply, which looks to be big enough. If you can, you can try measuring output voltages to make sure they are up to their rating. If not, it's easy enough to exchange the card as it is just as likely a lemon as psycnet said.
